Hall Lane Fly-Tip cleared up thanks to local LibDems

Councillors combine to keep a vital country road in Shenfield open, demonstrating improved Council response times in tackling fly-tipping.

This morning, along with other residents, Councillor Dominic Naylor alerted Council staff to a significant fly-tip on Hall Lane in Shenfield, which was completely blocking the road.

The Council’s dedicated Depot Team was immediately dispatched and quickly removed the obstruction, reopening the road for residents. While clearing the waste, the Depot staff also searched for evidence to assist the Council’s enforcement team in investigating who created the fly-tip and so bring them to justice.

Your LibDem-led Joint Administration has delivered significant improvements in our fly-tipping response since taking control of the Council from the previous Conservative administration.

We have reorganised the team, increased staffing, and established clear targets, which have reduced the average clearance time from weeks to just three working days.

The ambitious three-day target was adopted following advice from the Scrutiny, Performance, and Standards committee, chaired by Councillor Dominic Naylor, and it has dramatically improved the borough's cleanliness and response times.

At the same time, the Council’s Clean and Green committee, led by Councillor David Worsfold, who represents Shenfield on the Borough Council, recently approved a new Fly-Tipping Action Plan.

The plan formalises a coordinated approach that combines efficient, targeted enforcement with engagement with service partners, community groups, and stakeholders.

We aim to achieve a long-term reduction in fly-tipping and littering incidents, with progress reported to the Committee every six months.

The LibDem-led Council’s focus on enforcement is delivering results, with various prosecutions and investigations currently underway to tackle significant contributors to fly-tipping in the Borough.

We recognise that residents want to keep our roads open and our neighbourhoods tidy by moving rubbish themselves.

However, Councillor Worsfold said that it can be dangerous, urging residents to be careful: “Fly-tips can contain hazardous materials. For your own health and safety, residents are strongly advised not to touch or move dumped waste.”

He added, “Thanks to our continued focus on making Brentwood cleaner, greener, and safer, we remain committed to maintaining a clean and safe environment. We thank our dedicated teams for their quick and professional response, and Councillor Naylor for reporting this incident so promptly.”

Councillor Barry Aspinall, the Leader of the Council, who represents Shenfield at Essex County Council, said: “My thanks go out to the superb action this morning in responding to the huge fly-tip on Hall Lane, which was reported by members, and the Depot went down there and cleared it within a couple of hours.

He added: “They are currently sifting through evidence, let's hope sufficient to prosecute.”
