Councillors delighted as social housing project begins in Hutton
New Council houses for Hutton - A groundbreaking ceremony has marked the start of the construction phase of Brookfield Close regeneration.
Councillor Barry Aspinell, the Leader of the Council, and Councillor Vicky Davies, the Deputy Leader and the vice chair of the Housing Committee, celebrated the next phase of Brentwood Borough Council’s ambitious regeneration project to create new high-quality and sustainable homes in Hutton with a groundbreaking ceremony as construction began at Brookfield Close and nearby Willingale Close.
Councillor Barry Aspinell welcomed the ceremony, saying, “Vicky and I had the pleasure of seeing diggers on site breaking ground for the 60 new homes being constructed at Brookfield Close, Hutton.”
The new plan will deliver 62 zero-carbon homes, including 46 one- to three-bedroom flats and 16 two- to four-bedroom houses. All properties will meet or surpass national space standards, with some designed to be wheelchair accessible and constructed following Lifetime Homes principles.
Previously housing 49 properties, including outdated apartments, sheltered bedsits, and temporary accommodation, the site is being transformed into a lively, inclusive neighbourhood.
This regeneration is about more than just bricks and mortar. It encourages sustainable living through a fabric-first approach, ground source heat pumps, solar panels, and improved landscaping. The development also features sustainable drainage systems and ample green spaces, including play areas and allotments, to support wellbeing and community interaction.
The project also brings wider social and economic benefits. Regional employment and training opportunities are being created through contractor partnerships, while new homes will help reduce fuel poverty and improve health outcomes through better air quality and warmer homes.
Located within walking distance of Shenfield Station and local amenities, the scheme aims to encourage low-carbon lifestyles with improved pedestrian safety and increased cycle storage.
The previous site was demolished by spring 2024, with enabling works also completed.
Construction began this month, following the award of the build contract to housebuilder, The Hill Group. The project has also been successful in securing grant funding through Homes England’s Affordable Housing Programme, helping to ensure delivery of high-quality homes for residents.
Councillor Ben Rigby said, “Brentwood Borough Council is providing a house-building programme, which will be the first of its kind in the region and is the county's largest council-owned new build initiative, including in Hutton.”
